Regular Meeting

Chairman Marco called the meeting to order at 7:44

PZC2015-39 Application for site plan approval ~for pump house, generator and tank at 80 Cisar Road (Map 8 Lots 13 & 14 Zone R80) Owner: GLK Realty Applicant: Aqua Pump Co. Inc. (Received October 6, 2015 Public Hearing or decision by December 1, 2015)

The Commission agreed a Public Hearing was not needed.  

Victor Nigro Jr. of Aqua Pump and Kirk Lucas of GLK Realty were both present.  Mr. Nigro said the water system has reached the end and they need to replace the storage tanks at Woodhaven Apartments.  He said the current pump house is at low grade which is a concern to staff and they would like to install a new pump house approximately 35 feet east of the current pump house.  They are going to remove the current pump house and bury the tanks.  He said they are also going to move the driveway; the new driveway will be gravel with grass cover to deter people from parking  on it.  

Mr. Nigro said the new pump house would be a wood structure on a slab with a 10,000 gallon storage tank which would be half buried and with soil cover.  The new tank would be a 30 year tank. He said their goal is to add a propane generator.  He said all the wells will still be metered in the pump house.  Mr. Nigro added that they do not approach the wetlands and are over 500 feet away.  

Mr. Nigro said the material is to be delivered on site in the next couple weeks and they would like to get started as soon as possible.  He referenced the recent activity that happened in North Stonington with a 5,000 gallon tank and said they do not want that to happen here. He said they are going to eliminate the pressure tank entirely.  

The applicant showed the areas on the plans and said there will be a limited amount of tree disturbance.  

Mr. Nigro said they have to follow Homeland Security guidelines so everything will be locked.  He said they hope to have very little interruption to the service; maybe an hour or two when they switch the service over.  

Chairman Marco said a copy of the State of Connecticut Health Department approval was in the file.  

W. Parsell motioned to approve PZC2015-39.  D. Roberts seconded the motion. Christina Mailhos abstained. All others in favor.  Motion carried.

PZC2015-23 Requesting waiver of Public Hearing for Special Permit (Section 13) the location was previously used for retail store 15 Phelps Way (Map 30 Lot 05 Zone DC) Owner C & S Willington LTD Partnership Applicant: Louise Hanson (Received October 20, 2015 Public Hearing or decision by December 1, 2015)

Louise Hanson was present. She said she is in the old railroad station and would like to move across the street to the old bike shop at Phelps Plaza.  She said she is having difficulty with parking and people yelling at her and backing over her fences.  Ms. Hanson said she would like to open at night and added that her parking would be part of and shared with Phelps Plaza.  She said that she would like to move the middle of November.  

Chairman Marco said all signage would have to come back before the Commission.

A. Marco motioned to approve the request to the waiver of a Public Hearing for Special Permit as the application falls under the previous Special Permit usage.  The approval is with the following condition; all signage must come back to the Commission for review and approval.  D. Roberts seconded the motion.  Christina Mailhos abstained.  All others in favor.  Motion carried.
